§ 16-1. Purpose.

The purpose of this chapter is to regulate and control the collection and hauling of refuse in the township in order to provide for the public peace and health and for the safety of persons and property in the township. Without limiting the generality of the foregoing, this chapter is specifically intended to:
(1)

Provide for the licensing of all refuse collectors.

(2)

Prohibit the collection of refuse, except by licensed collectors and except as otherwise provided in section 16-42.

(3)

Require all licensed refuse collectors to meet certain minimum requirements.
